Master/Apprentice Scheme:
Every Dark Jedi on the Council must take on an apprentice. Each councilor must be training a an apprentice in order to remain on the Council. Once a Master is satisfied with what their apprentice has accomplished, he or she may deem the apprentice ready to join the Council (the Padawan/Apprentice must be at least level 80).
Upon the completion of the trials, the Master is to duel the apprentice and if the apprentice wins, then his pupil will join the Council. If the Master refuses to duel his apprentice, the apprentice has the option to approach the Council Leader and the Leader can make the Master duel his Apprentice. This is up to the Leader etc. to work out.
It is up to the Apprentice Trainer to make sure every Council Member has an apprentice. You may have two if you want. However it is recommended that one of them is above at least level 60 to decrease your work load. Failure to get an apprentice may result in being put on trial in front of the Council. This is up to the Council Leader to enforce.
If the apprentice wishes to become a councilor, he or she MUST have a Master who is on the Council. If the Master is not on the Council, then the Council can not accept them as a member.

Trials:
Trials will be set by your Master, never the other way around. The following Trials for each side are examples of what you might expect. A Master is free to set any trial they see fit, but must always advise the Apprentice Trainer.

The Apprentice Trainers:
Both sides will have Apprentice/Padawan Trainers. The Trainer's job is to make sure that every Councilor has an apprentice. He/she will inform the Council Leader if any rules have been violated by any councilor or apprentice. If you need any advice on training your Apprentice, please contact him/her.
